Malaysia - 4th Annual General Meeting
APSA
Malaysia held its 4th Annual General Meeting on 29 September 2004 at
Holiday Villa Subang, Kuala Lumpur. A tea-talk session by Senior Litigation
Lawyer, Mr N Subramaniyan on "Snatch Theft Recovered Stolen Property
- The Law" was held in conjunction with the said event.
The new Executive Committee for Year 2004/2006 was elected in the meeting.
Dato' Haji Rahmat Ismail and Dato' Haji Mohd Som Sulaiman retained their
posts as President and Deputy President respectively. The newly elected
Vice Presidents were Mr Koay Poon Seng and Mr Adil Naidu Abdullah. Mr
Saiful Ahmad was re-elected as the Honorary Secretary, while Ms Josephine
Wong was elected as the Honorary Treasurer.

2004 - 3rd Regional Professional Security Forum
The ISF
2004 - 3rd Regional Professional Security Forum was successfully held at The
Mines Exhibition Centre, Kuala Lumpur on 15 and 16 June 2004 in conjunction
with ISF 2002 Expo, which was held from 15 to 18 June 2004 at the same
venue. It was jointly organized by APSA Malaysia and AMB Exhibition Sdn
Bhd. Adopting the theme "Crime And The Borderless World", the
event advocated on enhancement of knowledge and professionalism, particularly
in providing platforms
for interchange
and generation of ideas for the betterment of security industry and profession.
The two-day forum had successfully captivated one hundred security professionals
not only in Malaysia but also from other neighbouring countries such as Singapore,
Indonesia and Philipines.

3rd Malaysia National Security Industry Awards
In its mission to upgrade the standard and image of the security personnel
to earn the Malaysia security industry its due recognition, APSA Malaysia
had organized the 1st Malaysian National Security Industry Awards in 2001,
2nd Malaysian National Security Industry Awards in 2002 and 3rd Malaysian
National Security Industry Awards in 2004. The awards were given to individuals
in Malaysia security industry, who had contributed outstanding services
or demonstrated excellent skill and
professionalism, and the influence of which encouraged improvements of
the industry and its profession.
The
3rd Malaysian National Security Industry Awards was held on 15 June 2004
at The Mines Exhibition Centre, Kuala Lumpur, during the Joint Opening
Ceremony of ISF & FIREC 2004.
The
Security Personality Award for the year 2004 was awarded to Mr Adil Naidu
Abdullah, Corporate Risks Consulting Sdn Bhd and Capt (Rtd) Hj Ab Rahman
Dian of Selat Tebrau Security Service Sdn Bhd for their leadership, service
and influence in the security industry.

MEETING
WITH THE ROYAL COMMISSION ON THE POLICE AT SELANGOR WISMA DREDGING, KUALA
LUMPUR
A meeting between APSA an PPKKM representatives with the Royal Commission
on the Police represented by Tun Hanif Omar, Dato' Hamzah Md Rus and
Tan Sri Lee Lam Thye was held on 20 May 2004, to discuss on the performance
of the police force and provide inputs on ways to overcome its shortcomings
there.

Digital Mapping Services, a research and development company presented
a talk to APSA Malaysia and SSAM (Security Services Association Malaysia)
/ PPKKM (Persatuan Perkhidmatan Kawalan Keselamatan Malaysia) members
on the launching of their one and only Malaysian-made vehicle tracking
and monitoring system utilizing GSM and GPS technology on 21 October
2003 at Holiday Villa Subang.
Tea
Talk on 'The World Trade Organisation and Its Impact on the Malaysian
Security Industry'
On
22 July 2003, APSA Malaysia Chapter organised a Tea Talk on the topic
'The World Trade Organisation and Its Impact on the Malaysian Security
Industry' by Mr Thomas Selva Doss at Holiday Villa Subang, Kuala Lumpur.
The tea talk which looked at the growth potential for the Malaysian security
industry in the face of the competitions after WTO had captivated more
than fifty security professionals from Kuala Lumpur and neighbouring states.
Mr
Thomas Selva Doss, a Customs Consultant to many companies in Kuala Lumpur,
has served the Royal Malaysian Customs and Excise Department as senior
officer of customs for many years. He is also trained in customs audit,
customs investigation, anti-smuggling procedures and handling of light
firearms.
After the
talk, Ms Bea J Rojo, Director of Ways and Means of APSA Philippines Chapter,
made a special presentation on the 10th APSA Conference which will be
held in Manila from 4-5 September 2003.

Tea
Talk On ‘ The War On Iraq : Its Implications For Peace And Security’
APSA Malaysia successfully organised a Tea Talk on the much-sought-after
topic of ‘The War on Iraq : Its Implications for Peace and Security’
by the renowned Dr Chandra Muzaffar on 30 April 2003 at Holiday Villa
Subang, Kuala Lumpur. Fifty security professionals from Kuala Lumpur
and various states in Malaysia had attended the talk.
Dr Chandra Muzaffar is the President of the International Movement
for a Just World, which seeks to raise public consciousness on the
moral and intellectual basis of global justice. He also sits on the
Board of a number of other international NGOs concerned with social
justice and civilisational dialogue.

Visit
To The Office Of Chief Government Security Officer Of Malaysia
On 28 April 2003, APSA Malaysia
President, Dato’ Haji Rahmat Ismail, together with Dato’ Haji Mohd
Som Sulaiman (Deputy President), Mr Raymond Law (Vice President),
Mr Edmund Marc De Run (Committee Member) and Ms Florine Lim (Executive
Secretary) had made an official visit to Tuan Haji Johari Haji Jamaluddin,
Acting Chief Government Security Officer of Malaysia at the Malaysia
Prime Minister’s Department, Putrajaya. Tuan Haji Johari Haji Jamaluddin
who is also Ex-Officio of APSA Malaysia discussed various security
issues and agendas with the visiting delegates.
Following that, a courtesy visit was made to the office of the
newly appointed Chief Government Security Officer of Malaysia,
Prime Minister Department, Tuan Mahmood Adam on 27 January 2004
and to briefly explain about APSA.

Visit
to Proton Berhad and EOB Berhad
As
part of its yearly activities, APSA Malaysia jointly organised a
visit to Proton Berhad and EON Berhad with Security Services Association
Malaysia on 16 July 2002. The main objective of the visit was to
provide the visiting delegation with a general view and basic understanding
on the management of security and safety at Proton Berhad and EON
Berhad, the Malaysian local cars manufacturer and distributor.

On 26 December 2002, Mr Yang Jin Cai, Chief Editor of China Public
Security Journal, and Mr Norman Ng, Regional Director of China Public
Security Journal and Publisher of Asian Fire Fighting & Security
Journal, led by APSA Singapore’s President, Mr Joseph Tang, paid
a courtesy visit to APSA Malaysia. Also present were Mr Wilson Lim,
Training Administrator of APSA Singapore and Ms Bea J Rojo, Director
of Ways and Means of APSA Philippines. The guests were warmly welcomed
by Dato’ Haji Rahmat Ismail, Dato’ Haji Mohd Som Sulaiman, Dr Choong
Tuck Yew and Ms Florine Lim.

Centre. Thereafter, the delegation had a meeting at APSA
Malaysia office.
Among issues discussed were 10th APSA Conference Philippines
2004 and Shenzhen International Security Show 2003.

Visit
By APSA China Chapter
On 21 October 2002, after attending the 9th APSA Conference Singapore,
APSA China Chapter delegation headed by Secretary General, Mr Dai Si Hong
had visited APSA Malaysia. The ten members delegation from China was warmly
welcome by Dato’ Haji Rahmat Ismail. The delegates also visited the
Ministry of Home Affairs Malaysia and were briefed by Tuan Nasir Ahmad
on the Malaysian Commercial Security Practices. In the evening, APSA Malaysia
hosted a dinner for the APSA China delegates at the famous West Lake Garden
Restaurant at Sunway Lagoon Resort. Also present was Dato’ Hamzah
Md Rus, Secretary Department ‘A’ of Ministry of Home Affairs
Malaysia.
Both country chapters trusted that the
discussions and networking over the visit would further strengthen the
friendship and cooperation between the two chapters and bring about smart
partnership and initiatives. It was also hope that the visit would be
a successful catalyst in propagating similar trips among country chapters
as the continual growth and development of APSA is underpinned by the
culture of collaboration and cooperation.

Visit By APSA
Singapore Chapter
On 30 March 2002, APSA Singapore led by its President, Mr Joseph Tang,
organised a study trip to APSA Malaysia. Among the members were Mr Chew
Soon Kin, Mr Peter Siew, Mr Wilson Lim, Mr Alex Ng and Mr William Yeoh.
The 14 members delegation visited EON
Berhad and Proton Berhad on the morning of 1 April 2002. Then, the visiting
delegation hosted lunch for the Malaysian delegates at the delightful
Veranda Coffee House located at the famous Cyber View Lodge. Thereafter,
the delegation visited the Chief Government Security Officer's Office,
Malaysia Prime Minister’s Department at Putrajaya where the Chief
Government Security Officer, Dato’ Haji Wan Mohd Safiain gave an
excellent insight to the delegates. In the evening, Dato’ Haji Rahmat
Ismail hosted dinner for APSA Singapore delegates at the Royal Selangor
Club. Among the APSA Malaysia emissary were Dato’ Haji Mohd Som Sulaiman,
Lt-Commander (Rtd) Zainol Murad Sulaiman, Maj (Rtd) Raj Kumar and Mr Vernon
Ong. The group had a very meaningful cum memorable study trip to Kuala
Lumpur.
